Job Description

We are seeking a Business Development Manager / Tender & Project Coordinator who thrives in managing IT procurement projects and excels in sales and business development. This role is ideal for someone who enjoys both the analytical precision of public tender documentation and the strategic creativity of business growth. You will be deeply involved in preparing competitive proposals, coordinating project documentation, and collaborating closely with clients and internal teams.

Key Responsibilities:

  • Drive business development activities and manage sales processes to achieve business targets.
  • Analyze procurement documentation, including tender regulations, technical specifications, and contracts, to evaluate requirements, award criteria, and qualification conditions.
  • Prepare technical and administrative proposals, including solution concepts, project implementation plans, and risk and quality management plans.
  • Coordinate project documentation among technical, legal, and financial teams, ensuring compliance and consistency across all submissions.
  • Prepare reference lists, qualification and experience tables in line with public procurement requirements (PIL and EU directives).
  • Communicate with contracting authorities and partners, drafting clarification questions, requests, and responses related to tender documentation.
  • Format and submit official documentation in accordance with procurement, project management, and quality standards.
  • Lead presentations, proposals, and negotiations with confidence and precision, ensuring strong client engagement.

Ideal Candidate Profile

  • Excellent command of English and Latvian, with the ability to write precisely, clearly, and quickly.
  • Strong analytical and organizational skills, with attention to regulatory detail.
  • Solid understanding of IT systems, software development, and public procurement processes.
  • Experience or knowledge of project management, business development, and B2B sales.
  • Strategic thinker with the ability to handle multiple projects under tight deadlines.
  • Excellent interpersonal and communication skills — confident in presenting and representing the company.
  • A degree or ongoing studies in IT, business, or law is an advantage.
  • Previous experience in IT consulting, project coordination, or tender preparation is highly beneficial.
